The OE22-2203: Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant will fund improvements to U.S. public health systems infrastructure to help ensure they are ready to respond to emergencies and meet the evolving and complex needs of their communities. Supported in part by the American Rescue Plan Act, this program will provide cross-cutting support to public health agencies for critical infrastructure needs related to workforce, foundational capabilities, and modernizing public health data systems.

The LEAP HI initiative encourages engineering researchers to improve America’s prosperity, health, and infrastructure. LEAP HI sponsors $1-$2 million collaborative research projects for five years. LEAP HI submissions must highlight a fundamental research challenge with significant social impact, especially on economic competitiveness, quality of life, public health, or vital infrastructure.

New! WH Releases Infrastructure Technical Assistance Guide Supporting Local Infrastructure Hub

In May, the White House released a technical assistance guide to help state, local, Tribal, and territorial governments access resources from the Bipartisan Infrastructure Law. The 56-page document includes information for programs related to transportation, high-speed internet, water, power grid and clean energy, resilience, environmental remediation, and place-based initiatives.

Local Infrastructure Hub to help communities navigate Infrastructure Investment and Jobs Act (IIJA) resources

Funded by Bloomberg Philanthropies, Emerson Collective, the Ford Foundation, and the Kresge Foundation, the Local Infrastructure Hub was created to help communities navigate Infrastructure Investment and Jobs Act (IIJA) resources.

The Hub will help local leaders navigate the nearly 400 available funding opportunities designed to drive local recovery, improve communities, and deliver results for residents.

Additionally, the Hub will assist cities and towns in developing competitive applications most likely to be awarded federal grants with special focus on helping traditionally underserved cities and towns.

The Secretary of the Interior, through the Office of Indian Economic Development (OIED), Division of Economic Development (DED), solicits proposals from eligible applicants to receive competitive grants to establish and operate business incubators that serve Tribal reservation communities. These grants will provide individually tailored business incubation and other business services to Native businesses and Native entrepreneurs to overcome the unique obstacles they confront and provide tools necessary to start and grow businesses that offer products and services to reservation communities.

Housing Assistance Council (HAC) – Affordable Housing Loans for Low-Income Rural Communities

Housing Assistance Council (HAC) provides short-term loans at below market interest rates to local nonprofits, for-profits, and government entities that are working to develop affordable housing for low-income, rural communities.

HAC loans may be used for:

• Pre-development
• Acquisition
• Construction
• Self-help housing; and/or Preservation

Standard loan terms are up to five years, with an interest rate of 5% for non-profits and 8% for- profits. Longer terms are available depending on the type of project such as preservation.

Nonprofit organizations and institutions of higher education are eligible to apply for grants to provide technical and cooperative development assistance to individuals and rural businesses.

USDA Rural Development – US Department of Agriculture – Community Facilities Direct Loan & Grant Program

This program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings. Eligible borrowers include:
• Public bodies
• Community-based non-profit corporations
• Federally-recognized Tribes
Funds can be used to purchase, construct, and / or improve essential community facilities, purchase equipment and pay related project expenses.

Essential community facilities include:
• Health care facilities such as hospitals, medical clinics, dental clinics, nursing homes or assisted living facilities
• Public facilities such as town halls, courthouses, airport hangars or street improvements
• Community support services such as child care centers, community centers, fairgrounds or transitional housing
• Public safety services such as fire departments, police stations, prisons, police vehicles, fire trucks, public works vehicles or equipment
• Educational services such as museums, libraries or private schools
• Utility services such as telemedicine or distance learning equipment
• Local food systems such as community gardens, food pantries, community kitchens, food banks, food hubs or greenhouses

Agricultural Marketing Service – Local Food Promotion Program (LFPP)

LFPP funds projects that develop, coordinate, and expand local and regional food business enterprises that engage as intermediaries in indirect producer to consumer marketing to help increase access to and availability of locally and regionally produced agricultural products.

The program focuses on:
• Supporting the processing, aggregation, distribution, and storage of local and regional food products that are marketed locally or regionally, including value-added agricultural products
• Encouraging the development of value-added agricultural products

USDA Strengthen Rural Cooperatives and Expand Economic Opportunities for People in Rural America

U.S. Department of Agriculture (USDA) Rural Development announced that the department is accepting applications for grants to help start, expand or improve rural cooperatives and other mutually-owned businesses.

USDA is offering priority points to projects that advance key priorities under the current Administration to help communities recover from the COVID-19 pandemic, advance equity and combat climate change. These extra points will increase the likelihood of funding for projects seeking to address these critical challenges in rural America.

USDA is making the grants available under the Rural Cooperative Development Grant (RCDG) program to help improve economic conditions in rural areas through cooperative development. For fiscal year 2022, the maximum award is $200,000. Grants are awarded on a competitive basis through a national competition.

Nonprofit organizations and institutions of higher education are eligible to apply for grants to provide technical and cooperative development assistance to individuals and rural businesses.

Aetna Foundation – Cultivating Healthy Communities Grant Program

Specifically for non-governmental agencies, the Cultivating Healthy Communities Grant Program seeks to support communities’ efforts to become healthier places to live, work, learn, play, and pray. Proposals should address the social determinants of health and participants’ physical, mental, social, and emotional well-being. The program is especially interested in projects that advance resident or youth-led initiatives and approaches that foster social engagement and reduce isolation.

American Rescue Plan – Indigenous Communities Grants

Through this Indigenous Communities NOFO, EDA aims to assist indigenous communities to recover economically from the coronavirus pandemic. Even before the pandemic, indigenous communities faced high levels of economic distress and unique economic development challenges, resulting in severe inequalities in opportunity for members of these communities. The pandemic greatly exacerbated those challenges and inequities and will continue to cause deep economic injury to indigenous communities in unprecedented ways.

RAISE Funding Grant Applications Now Open

Rebuilding American Infrastructure with Sustainability and Equity (RAISE) to Modernize Infrastructure

The US Department of Transportation (DOT) has opened the application process for the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program which is designed to assist a variety of projects involving streets, transit and other infrastructure.

The program is available to communities of all sizes in efforts to fix and modernize infrastructure. The 2022 program received an additional $1.5 billion over the nearly $1 billion received in November 2021. Funding requests have outstripped availability nearly 10 to 1 last year. Competition is fierce and new, elevated criteria has been included for proposed projects. Focus has been put on mobility and community connectivity and how projects will address mobility and expand connectivity for all users, especially, pedestrians, cyclists and transit riders.

Some $15 million has been earmarked for projects with areas of persistent poverty or qualified historically disadvantaged communities. Further, DOT stated that more competitive applications will address climate change, racial inequity and workforce development.

EDA Announces 60 Finalists for $1 Billion

“Build Back Better Regional Challenge”

U.S. Secretary of Commerce Gina Raimondo announced the 60 finalists for the U.S. Economic Development Administration’s (EDA) $1 billion “Build Back Better Regional Challenge” the main component of the EDA’s American Rescue Plan programs.

The 60 finalists were selected from a pool of 529 applications and will receive a grant of approximately $500,000 each. Applications were received from 45 states and Puerto Rico. Additionally, the finalists will move on to Phase 2 of the challenge which will award a select group of 20 to 30 regional coalitions up to $100 million to implement 3 to 8 projects that support an industry sector.

The “Build Back Better Regional Challenge” seeks to boost economic pandemic recovery and rebuild American communities, including some that have been grappling with decades of disinvestment.

USDA Rural Development recently announced that it will begin accepting applications on November 24, 2021, for up to $1.15 billion in loans and grants to expand the availability of broadband in rural areas. $350 million in grant funding – with no matching funds requirement – is being made available for Tribal governments and socially vulnerable communities.

Bureau of Reclamation (USBR.gov)

Through WaterSMART, the U.S. Bureau of Reclamation works cooperatively with states, tribes, and local entities as they plan for and implement actions to increase water supply through investments to modernize existing infrastructure. Through WaterSMART, Reclamation provides financial assistance to water managers for projects that seek to conserve and use water more efficiently and accomplish other benefits that contribute to sustainability in the western United States. Up to $2 million is available for projects that must be completed within three years.

America’s Healthy Food Financing Initiative offers resources such as grants, loans, technical assistance services, programming, and other forms of support to projects that will improve access to fresh, healthy foods in underserved rural and urban areas. The Targeted Small Grants Program (TSG Program) is making available at least $4 million will be available for grants for innovative fresh food retail and food system enterprises Grants will range from $20,000 to $200,000.

Five for Friday: Grant Opportunities – October 2021

Economic development grants and loans can help revitalize and build sustainability in urban, rural, and tribal communities. Strategic investments help support local economies, create jobs, and attract private investments to better residents’ lives. Every first, or sometimes second, Friday, the Western Nevada Development District will share our Five for Friday; grant programs from a variety of sources that can help rural healthcare services respond to COVID-19, address youth homelessness or build equity in broadband access.

Rural Health Care Grant Program

The Rural Health Care Grant Program provides up to $500 million in grant funding to help broaden access to COVID-19 testing and vaccines, rural health care services, and food assistance through food banks and food distribution facilities. Track One: Recovery Grants provide immediate relief to address the economic conditions arising from the COVID-19 emergency. Track Two: Impact Grants advance ideas and solutions to solve regional rural health care problems to support the long-term sustainability of rural health. Eligible applicants include public bodies, community-based nonprofits, and federally-recognized Tribes. Facilities and projects supported through this grant must be located in rural areas with populations of 20,000 or fewer, and must primarily serve rural areas.

HUD

HUD is offering funds through the Continuum of Care Program that seeks to promote a community-wide commitment to the goal of ending homelessness. This program supports efforts to quickly rehouse homeless individuals and families, youth, and persons fleeing domestic violence, dating violence, sexual assault, and stalking while minimizing the trauma and dislocation caused by homelessness.

Catholic Campaign For Human Development

The Catholic Campaign For Human Development (CCHD), established by the Catholic bishops of the United States, grant programs include the following: Community Development Grants support nonprofit organizations that are led by people living in poverty and work to address the root causes of poverty. Economic Development Grants support economic development initiatives that include the voice of the poor and marginalized in developing new businesses that offer good jobs or develop assets that will be owned by local communities. Grants range between $25,000 and $75,000.

Deadlines: Pre-applications for both programs may be submitted through November 1st, annually; the online application deadline is January 15th, annually.

The Department Of Commerce Connecting Minority Communities Pilot Program supports the expansion of broadband Internet access, connectivity, and digital inclusion. Examples of supported activities include the purchase of broadband Internet access service or any eligible equipment, or to hire and train information technology personnel; to facilitate educational instruction and learning, including through remote instruction; to operate a minority business enterprise; or to operate a tax-exempt 501(c)(3) organization;

USDA’s Pandemic Response and Safety Grant Program

USDA’s Pandemic Response and Safety Grant Program provides grants to specialty crop producers and processors, other select producers, meat and other processors, distributors, and farmers markets to respond to coronavirus, including for measures to protect workers against novel coronavirus 2019 (COVID–19). This program is authorized and funded under section 751 of the Consolidated Appropriations Act of 2021 (Pub. L. No. 116—260). USDA developed the PRS Grant Program in response to extensive stakeholder feedback during listening sessions in March 2021, and written comments provided through March 30, 2021.
