EPA Brownfields Program Taking 2023 Applications

The FY 2023 Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Grant Guidelines are now available. Grants offered by the Brownfields Program may be used to address sites contaminated by hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum) and petroleum as well as general revitalization and reuse. Potential applicants are invited to participate in the upcoming webinars with EPA to review and address questions about the solicitations.

AngelNV Bootcamp: Taking Business Ventures to the Next Level

The AngelNV Entrepreneur Bootcamp is for aspiring or current startup founders that are considering raising capital, and want to learn “what angel investors want” in a business venture. Over the course of the 13-week program, entrepreneurs will hear from investors, experienced startup founders, and business experts on a variety of core topics related to starting and scaling a startup. Sessions will be held both in-person in Las Vegas and online via Zoom. The bootcamp is a program that can provide startups with eligibility for the State Small Business Credit Initiative (SSBCI) funding. Hosted by StartUpNV, a Nevada 501(c)3, the organization is focused on entrepreneurship, economic development, and diversity across the state.

Get in the Grant Game for Workforce Development and Rural Prosperity

Through the Rural Workforce Innovation Network (RWIN), USDA highlights Rural Development programs and other Agency resources for local leaders that can be used to develop the rural workforce in their communities by financing rural infrastructure and community development projects. RWIN is presenting a regional series on the Federal Grant Process and Management. Attendees will learn how to access, explore, and apply for federal grants. This is a collaborative event with presentations by USDA Rural Development, U.S. Health and Human Services, U.S. Economic Development Agency, Federal Emergency Management Agency and Housing and Urban Development.

USDA Opens Fourth Round of Rural Broadband Grants & Loans

The USDA ReConnect Program offers loans, grants, and loan-grant combinations to facilitate broadband deployment in areas of rural America that currently do not have sufficient access to broadband. USDA is making additional funding available for high-speed internet in Round 4 of the ReConnect Program. The Department is accepting applications for up to $150 million in loans, up to $300 million in loan/grant combinations, and up to $700 million in grants.

In the News….ICYMI: Leaders Envision Resiliency And Recovery At Tahoe Economic Summit

The Envision Tahoe Economic Summit was hosted earlier this month by the Tahoe Prosperity Center. The annual Summit is an opportunity to catalyze change and take action for the benefit of the Tahoe-Truckee regional economy while supporting our community, quality of life and environment.

The 2022 Summit brought together over 100 community leaders to engage in conversations about economic resiliency and implementing the Envision Tahoe Prosperity Playbook. The Envision Tahoe process was a collaborative regional economic recovery and resiliency strategy, funded by the U.S. Economic Development Administration (EDA) and completed over the past year.

EPA Seeks Investments in Water Infrastructure

The Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) established a federal credit program administered by EPA for eligible water and wastewater infrastructure projects.

Eligible borrowers are:

• Local, state, tribal, and federal government entities
• Partnerships and joint ventures
• Corporations and trusts
• Clean Water and Drinking Water State Revolving Fund (SRF) programs

Eligible projects range from improving drinking water systems and reducing energy use at water and sewer facilities, to acquisition of property and engineering/design. More than $6 billion will be awarded in this program. Letters of Interest can be submitted and will provide information that EPA uses to determine the project’s eligibility, creditworthiness, engineering feasibility, and alignment with EPA’s policy priorities.

New US DOT Grant Program Reconnects and Revitalizes Communities

The U.S. Department of Transportation’s Reconnecting Communities Pilot Program has been established to remove, retrofit, or mitigate transportation facilities like highways or rail lines that create barriers to community connectivity, including mobility, access, or economic development. The program provides technical assistance and grant funding for planning or capital construction to address infrastructure barriers, reconnect communities, and improve people’s lives.

Eligible projects can include: high-quality public transportation, infrastructure removal, pedestrian walkways and overpasses, capping and lids, linear parks and trails, roadway redesigns and complete streets conversions, and main street revitalization. Planning Grants may range from $100,000 to $2,000,000. Capital Construction Grant awards are no less than $5 million per project. DOT anticipates that Capital Construction Grants may range from $5 million to $100 million.

Reconnecting Communities Pilot Program

Multifamily Housing Loan Guarantees

USDA Rural Development provides up to a 90 percent guarantee for loans made by commercial lenders to borrowers developing or rehabilitating multifamily rental housing for low and moderate income tenants in rural areas. The agency guarantees construction advances and permanent financing once regulatory requirements have been met.

Eligible borrows can include:

• Nonprofit and for-profit corporations
• Individuals, partnerships, and trusts
• Most state and local governmental entities
• Federally-recognized Tribes

2022 National Tribal Broadband Grant Program (NTBG)

The Indian Affairs Office of Indian Economic Development (OIED) is accepting applications from eligible federally recognized tribes for the 2022 National Tribal Broadband Grant Program (NTBG). With grant funding, tribes will be able to explore the possibility of developing or extending broadband services in their communities through feasibility studies of those broadband development opportunities. The Office of Indian Economic Development seeks to fund approximately 15 to 27 grants, ranging in value from $100,000 to $175,000, and eligibility is limited to federally recognized American Indian and Alaska Native Tribal entities as listed in 87 FR 4636. These grants will be for a two-year term.

Congratulations to WNDD Partner Nevadaworks!

Northern Nevada to See $14.9M to Boost Workforce

Yesterday, the Economic Development Administration (EDA) announced a grant award of $14.9 million to Nevadaworks and various partners including WNDD, EDAWN, Western Nevada College, and more. Part of the American Rescue Plan Good Jobs Challenge, funding will be utilized to develop and launch the Northern Nevada Equity in Employment Project, which will bolster and diversify the regional economy by placing workers into positions in growth industries.

This program will unite more than a dozen trade associations and companies in the information technology, manufacturing, transportation and logistics, and healthcare sectors to place workers into good-paying jobs and strengthen the region’s economy.

WNDD Nevada Speed Test Vital to Lovelock/Pershing $27M Broadband Grant Award

More Funding Available to Unserved and Underserved Communities

Data obtained from the Western Nevada Development District’s (WNDD) Nevada Speed Test Program was successfully used to support the grant application detailing the lack of adequate connectivity for residents in Lovelock and Pershing County. On Thursday, U.S. Agriculture Secretary Tom Vilsack announced a $27M award from the ReConnect and Telecommunications Infrastructure Loan and Loan Guarantee programs. Internet provider UpRise Fiber will be tasked with connecting almost 4,900 people, 130 businesses, 22 farms and seven public schools in Lovelock and surrounding Pershing County.

Broadband Connectivity will aid not only economic development in the region but address health and public safety issues as well. Further, it will ensure that homes and business have access to affordable, adequate, and reliable high-speed internet.

“Think about it like this: On I-80 if you are a highway patrolman, now state police, and you pull someone over, and you have no service, you can’t call in that license plate. You have no idea who you are pulling over. It is a very dangerous situation,” said Christine Brandon, WNDD Nevada Speed Test Executive Director.

The WNDD Nevada Speed Test was launched in early November 2021, and the program began gathering vital information from participating member communities that will aid in identifying unserved and underserved areas. Data will help elected officials and agencies develop projects to address broadband inadequacies and apply for appropriate broadband grants to expand internet access and build a stronger digital infrastructure.

Naomi Duerr, City of Reno Council Member and WNDD President commented, “I have continued to push for communities to participate in our “Nevada Speed Test,” a way to evaluate your local internet service. As a direct result of WNDD’s Nevada Speed Test, Lovelock, one of WNDD’s 7 participating cities, along with the help of UpRise Fiber, was able to snag a $27 million grant to expand their internet service. It goes without saying – this is huge!”

“We are thrilled that UpRise Fiber was successful in receiving the ReConnect Grant and look forward to next steps,” said Heidi Lusby-Angvick, Pershing County Economic Development Authority Executive Director and WNDD Vice President.

Brandon stated, “The Nevada Speed Test is ongoing and the map continues to be refined as people take the test. I encourage everyone to take the test more than once so we can assess the region’s broadband needs and identify possible projects for future funding. Funding is still available but communities need to act quickly for the NTIA grants as the applications are due September 30, 2022. Secretary Vilsak did say that the USDA ReConnect grant program would have a 4th round of grant applications to be announced this Fall. WNDD will send that information out to all our members and subscribers as soon as we receive it!”

At Least $100 Million Through Internet for All Programs Coming to Nevada

Nevada joined all 50 states, U.S. Territories, and the District of Columbia to participate in the Internet for All Initiative, which aims to ensure all Americans have access to affordable, reliable high-speed internet.

The Silver State will initially receive $100 million from the $42.45 billion Broadband Equity, Access, and Deployment (BEAD) Program. Once the Federal Communications Commission (FCC) completes its Broadband Data Collection project, the federal government will allocate the remaining $37.2 billion to each state based on the percentage of unserved rural areas.

BEAD receives funding from the $65 billion Infrastructure Investment and Jobs Act spending package (IIJA), together with the Enabling Middle Mile Broadband Infrastructure Program, and the Digital Equity Act programs.

Some Middle Mile program funds will be available to local governments and the private sector. WNDD will continue to engage with the Governor’s Office of Science, Innovation and Technology (OSIT) for updates on how WNDD member agencies can access these funds.

The Middle Mile Grant Program Providing $1 Billion in Funding

It’s no secret that reliable, affordable broadband connectivity is vital to the economic development and well-being of all residents in the WNDD region. Unfortunately, many communities are still unserved or underserved with broadband connectivity.

Enter the WNDD Nevada Speed Test. Launched in early November 2021, the Speed Test began gathering vital information from participating member communities. The map continues to be developed as each resident takes the Speed Test, and participants are encouraged to take the test more than once to refine data. Simply, the test assesses the region’s broadband needs and identifies possible projects for future funding.

Middle Mile Program Funding

While most of the funding from the original National Telecommunications and Information Administration (NTIA) programs from the Infrastructure Bill (IUA), will pass through the State, the Middle Mile Program WILL be accessible to local governments, and private and non-profit sectors.

The Middle Mile Grant Program will provide up to $1 billion in funding for the construction, improvement, or acquisition of middle mile infrastructure. The purpose of the grant program is to extend middle mile infrastructure to reduce the cost of connecting areas that are unserved or underserved to the internet backbone.

New Electronics Facility in Washoe County Expected To Generate $7.8 Million in Tax Revenue

VSE, LLC plans to open an 84,000-square-foot electronics research, design, and assembly center in Washoe County. VSE is an established electronic and mechanical design and engineering company serving small to multi-billion-dollar corporations in semiconductor, medical device, green-tech, and automotive innovation. It will receive more than $318,000 in tax abatements and must create 70 jobs in its first two years at $29.64 per hour. In five years, 140 jobs are predicted. The company will invest $2.2 million in its first two years and create $7.8 million in net new tax revenues over 10 years.

Truckee Meadows Community College will open a training center in Reno to help Panasonic Energy North America fill 400 $32-per-hour jobs. The Nevada Governor’s Office of Economic Development will contribute $1.6 million (GOED). Northern Nevada Getting $32 Million in Federal Funds

A variety of projects focused on law enforcement, wastewater treatment, airport improvements, highway infrastructure and economic revitalization will receive $32.25 million in funding from the federal government. The list includes $4.37 million for Fallon’s wastewater treatment plant, $4 million for the Coleman Road Connector in Churchill County, $3.59 million for Reno Tahoe airport terminal road improvements, $2 million for rural nursing expansion projects at Western Nevada College, $1.1 million for Appion Way intersection improvements in Carson City, and $1.38 million to upgrade Kahle Drive in Douglas County’s drainage, sewer, water lines, and sidewalks.

Unemployment Rate falls as Nevada Adds Jobs

The Department of Employment, Training and Rehabilitation reports the statewide unemployment rate is now 4.9% and employment is up 96,300 since May 2021. Reno area unemployment is 2.7% and the area has added some 800 jobs since April. Carson City isn’t far behind Reno at 3% jobless. Douglas County was at 3.1%, 673 in a labor pool of 21,441. Total employment in the state is now 1.45 million.
