Economic Recovery & Resiliency Project
Funded through a U.S. Department of Commerce, Economic Development Administration (EDA) CARES Act grant, Western Nevada Development District (WNDD) is engaging an Economic Recovery and Resiliency (ERR) planning process to develop a plan of action to respond and recover from the economic shock sustained as a result of the COVID-19 pandemic.
An ERR Council was formed in 2020 to develop an Economic Recovery and Resiliency Plan for WNDD’s region.
That plan, which is presented as part of this year’s Comprehensive Economic Development Strategy Update, includes strategies for economic recovery and to build capacity for pre-disaster preparedness through resilience planning and projects.
From its inception, the vision for the ERR Council included engaging a multi-disciplinary team of subject matter experts to develop a coordinated effort and plan to resume economic activity to the fullest and safest extent possible. Ultimately, more than 130 agencies participated in the process, representing the following areas:

Action Teams
The Economic Recovery and Resiliency (ERR) Action Teams will participate and support the facilitation and engagement of the ERR Plan. Four Action Teams are planned to reflect the target areas of the Economic Recovery and Resiliency Plan. Within each of the target areas, there are three goals that will be supported with strategies and actions listed in the ERR Plan. Members of the Action Teams will be subject matter experts that are well networked and leaders in the area for which they represent. The Four Action teams, represented by the inner circle, and the respective goal areas are shown below:
Action Teams are facilitated by WNDD staff with activities/tasks to include:
• Review the ERR Plan and its actions with specific focus on the areas to which the respective team member is experienced and knowledgeable
• Identify actions to be implemented either short term (1 to 3 years), medium term (3 to 5 years) and long term (5+ years)
• Determine specific timelines to implement the short, medium and long-term actions
• Align action partners and invite participation for implementation
• Identify needed resources for action implementation
• Implement actions
